What decided it

The basement flat would fail to meet the nationally described space standard and would provide a cramped, poor quality living environment with inadequate daylight and no private amenity space, conflicting with development plan policies on accommodation standards and design quality.

The modest weight in favour of housing supply was outweighed by the harm to living conditions of future occupiers and conflict with the development plan read as a whole in respect of the basement flat; the rear dormer attracted no such conflict and was allowed.
