The substantial harm to the Green Belt by reason of inappropriateness, combined with unacceptable living conditions and unresolved protected species concerns, was not clearly outweighed by the moderate weight given to housing supply contribution and limited weight to biodiversity net gain, such that very special circumstances do not exist.
