The Council's inability to demonstrate a five-year housing land supply engaged the presumption in favour of sustainable development under NPPF paragraph 11(d), and the adverse impacts of granting permission did not significantly and demonstrably outweigh the benefits of housing supply.

The benefits of housing delivery and economic contribution (moderate weight) outweighed the conflicts with the locational strategy and reliance on private motor vehicles (moderate weight), applying the tilted balance under NPPF paragraph 11(d) due to lack of five-year housing land supply.
