• whether the proposal complies with national and local planning policies relating to the sequential approach for main town centre uses, including whether a satisfactory sequential assessment has been provided and the effect of the proposal on the vitality and viability of existing centres
• the effect of the proposal on the living conditions of surrounding occupiers with regard to noise and disturbance
• the effect of the proposed development on highway safety with regard to parking demand and the adequacy of parking provision

What decided it

The proposal failed to satisfy the sequential test for main town centre uses and would cause less than substantial harm to designated heritage assets that was not outweighed by public benefits, combined with unacceptable highway and parking impacts.
