What decided it

The Inspector's site visit assessment that all proposed bedrooms could accommodate a bed with unobstructed access and that the generous kitchen/dining room with open plan layout would provide reasonable useable internal floorspace, combined with the Council's confirmation that rooms complied with HMO licensing standards, satisfied the main issue of acceptable living conditions.

The loss of a family house in a sustainable location was outweighed by the positive contribution the proposal would make towards meeting housing needs for lower cost accommodation and providing a balanced mix of dwellings in the area.
