What decided it

The proposal would cause visual harm to the conservation area and harm the visual amenity of the area by appearing unduly dominant and visually jarring, and by visually competing with and detracting from the adjacent listed bridges.

The limited benefits of the proposal, including modern advertising capability and reduced vehicular movements, did not outweigh the harm to visual amenity of the conservation area and the setting of the listed bridges.
